Parks throughout the City of Fitchburg (excludes Coggshall Park)

PARKS & RECREATION FEES & CHARGES POLICY 2025

EVENT PERMITS:

1. Individuals or groups (This permit is for a location, in a specific park at a set time as approved based on the submitted application.)
2. Usage/rental fee $250.00/UP TO FOUR (4) HOURS/PARK (billed in 4-hour increments). Additional charges will apply if the event has a longer duration of the event (which includes setup and breakdown at the park permitted)
3. The trash removal/disposal fee will start at $250.00 and will increase based on the size of the event. This fee does not include facility clean-up. A minimum of $200.00 will be charged for trash picked up throughout the facility, depending on event size. Additional fees will apply if trash is left and not taken, if you specified on the permit that you were removing your own trash. 
4. Electrical fee of $30.00 per hour of electric use, for the length of the event, including setup and breakdown times. There will be NO discounts given for this fee
5. Staff fees will apply to events as deemed necessary by the DPW Parks & Recreation at a rate of $60.00 per hour, a minimum of 4 hours per day, or for the length of the event, including setup and breakdown times per staff assigned. There will be NO discounts given for this fee
6. Insurance is required and is the responsibility of the group or person wanting to permit out of the park
7. Porto Potties- are the responsibility of the person and/or group permitting the park

ADMINISTRATIVE CHARGE: A $75.00 Administrative fee is included in the permit fee to cover staff and administrative costs. An additional $75.00 fee will be charged for any changes made to your permit that have been finalized.

REFUND POLICY: The city of Fitchburg Department of Public Works, Parks and Recreation will not issue any refunds for permits due to weather conditions. All will be determined on an individual basis. Sports organizations will be allowed to call and change the date 24 hours before the assigned date.

SPECIAL EVENTS/FUNCTIONS:

Organizations/groups/individuals requesting a permit for events will be charged fees as determined on an individual basis (Including Staff, utilities, permits by other departments or needs as required/requested) based on Departmental and Parks & Recreation Commission requirements.

SPORT PERMITS:

1. Fees will be charged for field use permits issued to youth groups/organizations that are city residents under the age of 18, including but not limited to (softball, baseball, football, soccer, rugby, hockey, basketball, Lacrosse, handball, tennis, cricket, field hockey, Street Hockey or any other sport) This fee can be reduced or waived if the youth league is a 501C3 Non-profit, completes regular maintenance on their field, and is approved by the Parks Commission. (Discounts do not apply to staff costs)
2. Fees will be charged to organizations/leagues that are for-profit – There will be NO discounts given for this fee
3. There is a two (2) hour minimum for all permits, per day

SPORT PERMITS FEES:

1. Field and court fees are as follows for non-profit organizations - $22.50/Hr.
2. Field and court fees are as follows for-profit organizations - $45.00/Hr. (Discounts do not apply to staff cost).

TOURNAMENT PERMITS:

1. Fields Flat fee of $500.00 per field per day (additional fees will be added based on the permit needs)

FEE STRUCTURE: A $125.00 Non-refundable down payment will be required at the time of request. Fees will be applied to each event as per each individual’s/organization’s needs. Filing false information to the City of Fitchburg DPW Parks & Recreation could result in loss of permit, the organization, individual/group will be required to attend a Parks Commission meeting to justify the alleged filing and would consequently need approval from the Parks Commission for future requests. A 2% Late fee will be assessed to all individuals/organizations each month if the invoice is not paid within 45 days of the invoice date

Coggshall Park

Availability

Park facility reservations are available  March-November (Stonehouse rentals are not available December-February) at Coggshall Park. Reservations are limited to Park Hours which are:

• Summer Hours: Starts Second Monday of April - 8:00 AM -7:30 PM
• Early Fall Hours: Starts Second Monday of September – 8:00 AM – 6:30 PM
• Late Fall Hours: Starts Second Monday of October – 8:00 AM – 5:30 PM
• Winter Hours: Starts First Monday of  November – No Reservations Accepted
• Spring Hours: Starts Second Monday of March – 8:00 AM – 5:45 PM

Rates

Stonehouse: 4-hour Time Blocks 10am-2pm and 2:30pm-6:30pm (set up and break down needs to be done during the 4 hr. time block. The building will not be opened earlier, and the parties will not be allowed to stay past the time block they have secured unless permitted and paid for in advance. Discount is given if a reservation is made for both time blocks during the day. 

Non-Resident

• $350 per 4-hour block. Setup and breakdown need to be done within that time frame
•  a non-refundable $100 deposit is due at the time of the reservation, full payment i.e. $250 is due 2 weeks before the event.

Resident (with proof of residency i.e. driver's license and a current utility bill)-

• $250 4-hour block Setup and breakdown need to be done within that time frame.
•  a non-refundable $100 deposit is due at the time of the reservation, full payment i.e. $150 is due 2 weeks before the event, 

Gazebo:

Non-Resident-

• $75/hr 1hr minimum ($50 for each additional hour)
• nonrefundable $50 deposit required at the time of reservation

Resident- 

• $50/hr 1 hr minimum ($25 for each additional hour)
• nonrefundable $25 deposit required at the time of reservation
